The St. Louis County Circuit Court is comprised of twenty-one (21) Circuit Judges, fourteen (14) Associate Circuit Judges and eight (8) Commissioners. Each judge and commissioner is assigned to a specific division, except for the Probate Commissioner and Deputy Commissioner.

Family Court

Joseph L. Green was appointed associate circuit judge in February, 2016, by Gov. Jeremiah W. "Jay" Nixon. Judge Green received his Bachelor of Science from Truman State University in 1982, and his law degree in 1987 from Saint Louis University School of Law. He served as assistant public defender in Buchanan County from 1988 to 1989. He was chief trial attorney for St. Louis County from 1990 to 1991, and worked in the Capital Litigation Eastern Division from 1991 to 1993. From 1993 until his appointment to the bench, Judge Green was engaged in the private practice of law. He was an associate in the law firm Wittner, Poger, Rosenblum and Spewak, LLC from 1993 to 1996; partner in the law firm of Bearveldt, Bagsby, Lee & Green, LLC, from 1996 to 2004; principal in the law firm of Leritz, Plunkert & Bruning, P.C. from 2004 to 2011, and sole proprietor of the law firm of Joseph L. Green, LLC, from 2011 to 2016. Judge Green is a member of the Catholic Church, the St. Louis County Bar Association and the Bar Association of Metropolitan St. Louis. He lives in St. Louis County with his family.

Division 36 uses video technology for all matters including, settlement conferences, motion hearings and trials.

All matters will be heard via the WebEx app. You and/or your attorney will be able to participate by using a laptop or computer with a webcam or your smart phone to access the hearing. You must use a device which will allow you to be visible to the court. Below is the information you will need to join the meeting. Before entering the meeting, you must type in your full name before you can join the hearing. Please join the hearing at least 5 minutes before the designated time in that the virtual hearing time slots are for a specific period of time. Please mute your microphone upon entry to the meeting.

Beginning March 15, 2021, Zoom is no longer being used for order of protection hearings. All order of protection cases are being heard remotely by Webex. You can access Webex by going to or downloading the WebEx app on your smart phone or tablet.
