St. Louis County Circuit Court Expands Access to Justice for North County Residents
Filing for Orders of Protection, Remote Access to Court Proceedings Offered at St. Ann Facility
CLAYTON, MO – October 30, 2020 – The St. Louis County Circuit Court will open its first full-time satellite location next month in St. Ann, expanding access to justice for residents of North St. Louis County. A live virtual tour of the new court facility, located at The Crossings at Northwest, 500 Northwest Plaza will take place by Zoom on Tuesday, Nov. 10, 2020 at 1 p.m.
Starting Nov. 9, 2020, computer kiosks linked to the main courthouse in Clayton will be available for litigants to participate remotely in courtroom proceedings via Zoom and WebEx including landlord-tenant and small claims dockets, associate criminal matters, name changes, preliminary family court proceedings, weddings and Order of Protection hearings. Landlord/tenant mediation services for eviction cases will be available on Zoom through the St. Louis Mediation Project, coordinated by Washington University School of Law’s Negotiation and Dispute Resolution Program, which also provides free, pre-eviction mediation services in the North County community.
Later in the month, court staff will be available in person to assist victims of domestic violence who wish to file for Orders of Protection. Trained domestic violence court staff and volunteers also will be available to help victims access community resources, such as emergency and long-term housing, counseling and job training.
“The coronavirus pandemic has created physical and operational challenges to the court’s ability to fulfill its mission of providing access to justice for all residents of St. Louis County,” said Presiding Judge Michael D. Burton. “Because a large number of court users reside in North County and transportation is challenging in these difficult times, establishing a satellite operation there is a logical and crucial step for our court.”
With public access to courtrooms restricted during the pandemic pursuant to health department guidelines and Supreme Court orders, the 21st Circuit opened its first E-Court and Zoom information center on the first floor of the Clayton courthouse in September. Since then, more than 700 litigants have used the freestanding computer kiosks to access their courtroom proceedings. Six couples have been married using the kiosks.
“Covid-19 has had a devastating impact on the health and economic well-being of residents of North County,” said St. Louis County Executive Dr. Sam Page. “We are excited for this unique opportunity to work with the courts to improve access to justice for North County residents, and strengthen our community at minimal cost to taxpayers.”
In the future, office space will be available at The Crossings for community advocacy organizations that partner with the courts.
The court facilities will be open Monday through Friday from 8 a.m. to 5:00 p.m.
